It won't lower the peak, it only allow the intake to think the carb is bigger

Welding the notch closed will lower the RPM point of peak torque and usually increase that number; unless the carb is to small.

You will lose peak RPM and "hang-on" power; about 1/2" of what you will gain in the very low RPM range under the peak torque.

It's also going to want more carb.
