I have a d3 460 and need to make 400 hp.... and run pump gas... suggestions.

So many different low cost combinations will produce at least that much horsepower when using those heads, there is just no way to give a single answer here.
It all depends upon how deep into the engine and what things you are willing to change, to make it all easily fit into whatever vehicle you desire.

using stock rods with arp bolts and stock crank... pistons to get 10:1 compression....
can a guy just buy a cam kit? and get 400 hp with a holley 770 and weiand 8012?

This is from Scott Johnston (RHP - Parkland Automotive) face book page. I'm also posting a link to their FB page. They list several combinations to reach the 400+ HP level with a BBF in the 460 CI range. If you cannot afford a crate motor this may give you some ideas to work around.

This 425ish HP combo is like our 450 / 460 HP crate combo but with 1 step less voodoo cam. 213 @ .050" VS. 219 @ .050" and 9.2 to 1 static c/r. 8.2 to 1 DCR at sea level.
This particular combo came in at 9.4 to 1.
D1VE block + .030" Decked .025"
Thermally cleaned and steel shot blasted.
2YA 10/10 crank balanced internally
NOS F6TE double dimple connecting rods
Clevite ms1039p mains Clevite cp818p rod bearings. F30 durabond cam bearings.
H612cp 30 sealed power pistons at +.0025" deck height. Moly rings .025" top and second gap
6 quart rear sump A460 truck pan
M84d pump by HFD std volume
D3VE budget ported castings with 2.11" / 1.65" stainless valves, single spring with damper, p/c seals 306 / 183 @ .600" lift Exhaust with pipe.
Factory stamped rockers
Smith brothers 5/16" .083" wall one piece pushrods. 8.500" long.
Performer intake untouched
Jomar Power cone spacer
80008 Performance products Damper
213 / 227 @ .050" voodoo custom cam. .520" / .545" lift on a 111 lsa in at 107 ICL
Premium billet timing set with torrington bearing on cam gear.
New water pump and ford C8 backing plate
OEM front cover
Felpro gaskets
525 TQ @ 3,400 421.5 Hp @ 5,000 With Jomar Power cone spacer.
On 87 Octane regular unleaded.

The simplest way for what you want is:
a flat top piston like Speed-Pro #H535P.
A good bowl port job on the heads with larger intake valves and a good high performance valve job
A CompCams hydraulic cam & lifter kit #34-244-4
Performer RPM intake manifold; the 8012 will work but, give-up lots of low end and mid range part throttle torque.
Just about any decent headers

Though we have full porting instructions on our old RHP site for iron passenger car heads, that information is supposed to be accessible via username and password after a small 1 time fee. Where did you find these links?
