6.7 with 6-speed. Would this tow 28 ft tlr ok with 3.31 gears? We do have some mountains around here. Maybe 10,000 to 11,000 ibs

My 2013 F350 with 3.55's towed my 48' two car enclosed trailer just fine from Spokane to San Antonio, and that was with two cars in it.  Got 11mpg.  Your 2016 has more HP and torque than mine, you won't have any problems.
